Check out http://dva2006.deltava.org Yes, it looks sorta familiar, but there's no frames, and the news and pilots list are getting pulled out of mySQL. Basically, the servlet container is alive and talking all the way to the database. I now have around 100 more commands and pages to do between now and the end of the year, but I can rest for a bit. 
Yes, the layout is the same. However, you should compare the HTML source of the current site versus the new one, and you'll see that the new layout is entirely handled via CSS. That means that those of you interested in a new site layout need only save the source and apply your own style sheets. The new site will be skinnable.
