The FAA has issued AD for Boeing aircraft,737 and 747 that I know of, that requires fuel in the center fuel tank at all times. This is to prevent fires/explosions.

My question is: since the AD allows the use of this fuel, in low fuel conditions, are we to use this quantity in calculating the required reserve fuel for landing. Having to bunker up to 5,000 lbs. of fuel in each a/c would seem an unreasonable cost burden to the airline.
