Usually the Chief Pilot has to turn in a recomendation to Dennis and then I believe that Dennis either approves or regects it. A canidate usually has a decent amount of flight hours, good participation on the Water Cooler, a clean record, and is knowledgeable about the aircraft.

i. To achieve the rank of Senior Captain a recommendation must be turned by your Chief Pilot to the Vice President of Operations. All recommendations will be reviewed and either approved or rejected based on airline participation among other factors to be decided upon later.

I see, perhaps you should read it a bit more carefuily, The CP will recomend you to the VP of Ops and the VP of ops will reject or approve it. Its that simple :-)

Basically you have to have made a very good impression on the Chief Pilot of your program and have them recommend you. Whether I approve it is based on participation in DVA (i.e. Flights, Water Cooler, and Events) and how well you interact with other DVA pilots. The Senior Captain position it not easily attained but if you do get it, it was a well deserved promotion and one that you should be proud of.
One other thing, do you have any recommendations on how we could restate the Senior Captain requirement on the promotions page to make it more easily understood?

How about this:
"To reach Senior Captain, you must have demonstrated several things:
1. Participation in the Water Cooler
2. Superior number of flight legs
3. Participation in online events
If you feel you meet these criteria, send a request into your Chief Pilot, who will review the application, and if he approves, will turn it into the VP of Operations. If the VP approves, you will receive the rank of Senior Captain"
