Should I be able to run fsx at close to max settings with this set up? And a ton of add on's.
Intel(r) core2 duo cpu T5450 @1.66GHz
With a navida graphis card 8600M GS. 2046mb
32 bit operating system

Run FSX at close to max? Maybe. Run it *well* at close to max? Negative.

I have a stronger video card and processor and even with a FS-GS "tuned" machine, I am lucky to get 20 fps with most setting close to or just below maxed.
